Dakotas America Management Team

  Dustin Ludens, Managing Director
Dustin J. Ludens began working with Dakotas America nearly a decade ago as one of the few attorneys in the Dakotas with expertise in tax credit financing.  He originally served as outside counsel before joining the Company as General Counsel and VP of Portfolio Management. Most recently, Dustin was named Managing Director of the Company. Prior to joining the CDE, Dustin worked as a transactional attorney with MorganTheeler, LLP located in Mitchell, South Dakota where his practice focused on tax credit financing, commercial financing, private equity transactions and real estate law. In this capacity, Dustin acted as South Dakota counsel to numerous community, regional and national banks, several QALICBs and CDEs as well as a number of rural community development corporations. Dustin earned his Bachelor's degree at Dakota Wesleyan University and his J.D. from the University of Nebraska where he served as an Executive Editor of the Nebraska Law Review. In addition to being admitted to practice law in South Dakota, Dustin is admitted to the U.S. District Court of South Dakota.

Misty Cordell, Executive Leadership Coordinator
Misty serves as the Executive Leadership Coordinator for Dakotas America. Prior to joining Dakotas America and Dakota Resources, Misty was the Administrative Manager, Office Manager, and Help Desk Specialist for an account resolution corporation in Sioux Falls for 20+ years, where her responsibilities included establishing team priorities, developing work procedures and standards to improve operational efficiency, evaluating and ensuring compliance with corporate standards, and overseeing the day-to-day operations of the administrative functions and team.  Misty currently lives near Renner, SD with her family and manages the business operations of their family masonry business.

Jill Wadkins, Director of Compliance, NMTC
Jill Wadkins serves as Director of Compliance for Dakotas America.  A financial manager professional with over 25 years of experience and degrees in both economics and accounting, Jill was previously Vice President of Finance and Accounting at the Sioux Falls Development Foundation.  She has worked extensively with budgeting, forecasting, and regulatory reporting to enable management to more efficiently analyze revenues and expenses, in addition to managing payroll, financial records, and budgets.  Jill worked as Senior Financial Analyst for ReliaMax Holdings and as a Senior Accountant at CNA Surety prior to her position at the Sioux Falls Development Foundation.  She has extensive training and experience with digital financial management software and has completed the AMA course in Financial Analysis.

Ali Sheley, VP of Finance & Controller
Ali  Sheley serves as VP of Finance & Controller at Dakota Resources.  Ali is a Certified Public Accountant (licensed in the state of SD) with over seven years of experience in accounting and financial reporting. Prior to joining Dakotas America, she was based in Des Moines, Iowa, where she worked for Fortune 1000 publicly traded companies, as well as national and international public accounting firms.  She holds a Bachelor of Science degree in accounting from Iowa State University and is currently pursuing a Mater of Business Administration from the University of Iowa.

Ellie Naasz, Director of Community Impact
Ellie Naasz serves as Director of Community Impact at Dakota Resources.  Ellie is a Jefferson, South Dakota native who brings enthusiasm and knowledge to her position.  She is a jack of all trades, helping Dakotas America understand the community economic impact for projects receiving New Markets Tax Credit investment.  She also helps Dakota Resources understand the impact their programs have on rural communities.  Ellie graduated with a business degree in economics from the University of South Dakota, and then earned her master’s degree in agriculture and resource economics from Colorado State University.  She has experience working in small businesses, corporations, and the public sector.
