Rodney Fouberb, Dakotas America LLC Chair
Rodney Fouberg, Chair, has served as Chairman of Dacotah Banks, Inc. in Aberdeen SD since 1984. He currently serves as the past President of the Aberdeen Development Corporation, past Chair of the Presentation College, past Chair of SDREI, and board member and Chair of the South Dakota Community Foundation and member and past Chairman of the Avera Health Board. Rod is the current Chairman of the South Dakota Education Access Foundation as well as a member of the South Dakota Transportation Commission.
William Patrie, Dakotas America Vice Chair
William Patrie, Vice Chair, is the Executive Director of Common Enterprise Development Corporation in Mandan, North Dakota. He previously served as the interim executive director of Northcountry Cooperative Development Fund and the Northcountry Cooperative Foundation located in Minneapolis, Minnesota. Patrie served as the rural development director of the North Dakota Association of Rural Electric Cooperatives where he was the founding chairman of the board of the Rural Development Finance Corporation. He served as the Director of the Economic Development Commission for the State of North Dakota during the George Sinner administration. He is the author of "Creating Co-op Fever" published by the United States Department of Agriculture and "100 Stories of Hope." Patrie holds a masters degree in public administration from Ball State University in Muncie, Indiana, and a BA in Political science with a minor in religion from Anderson University, in Anderson, Indiana.
Linda Salmonson, Dakotas America LLC Secretary/Treasurer
Linda Salmonson, Secretary/Treasurer, is currently the Economic Development Manager at East River Electric Power Cooperative. Since 1996 she also has been an administrator of Rural Electric Economic Development, Inc., a non-profit loan fund comprised of 21 rural electric cooperative members. Linda also serves on the Boards of Midwest Assistance Program, Lake Area Improvement Corporation and as Chair of the Board of Girl Scouts Dakota Horizons.
Cheryl Chapman, Dakotas America LLC Governing Board member
Cheryl Chapman is a registered engineer and President of MATRIX Consulting Group, Inc., an environmental, community and government relations consulting firm. She is also a member and serves on the Board of Directors for the SPECTRUM Group, a Washington, DC firm specializing in corporate business strategies on federal issues. She is currently Vice President of the Black Hills Council of the Girl Scouts, Chair for the Calvary Lutheran Church Endowment Fund and member of the South Dakota School of Mines and Technology Academic Advisory Board.
Bobby Koepplin, Dakota Americas LLC Governing Board member
Bobby Koepplin is the manager of Rural Development for Cass County Electric Cooperative, Inc. Koepplin has received The Rural Leadership Award from the National Rural Electric Economic Developers Association and has received awards from the Greater North Dakota Association, ND Association of Rural Electric Cooperatives, Valley City Youth Sports Complex, Valley Twisters Gymnastics Club, Barnes County Agricultural Improvement Association and Valley City Area Chamber of Commerce. Koepplin serves on numerous boards as an executive committee member or subcommittee Chairman. He serves as Chairperson of the Sheyenne River Valley National Scenic Byway, President of Sheyenne Valley Investment Company, is past-President of the Valley City/Barnes County Development Corporation, Treasurer of Valley City Youth Sports complex, charter member actively serving on the National Byway Foundation, and secretary of Sheyenne Valley Properties, LLC. He holds a BS in agriculture from North Dakota State University. Koepplin is a Director of the North Dakota Rural Development Finance Corporation.
Anthony Messmer, Dakotas America LLC Governing Board member
Anthony Messmer is the owner/operator of Messmer Red Angus Ranch, a diversified cattle and grain operation, located at Richardton, ND. Tony has been a member of the ND REC/RTC Rural Development Committee for several years and is currently a Director of the Rural Development Finance Corporation. Messmer is active in several organizations. He is a Director of Bremer Bank National Association, Fargo and a Director of Consolidated Telcom Dickinson, having previously served as President. He is a past-Director of the American Red Angus Association, where he was awarded the 2000 National Red Angus Breeder of the Year. Tony holds a BA in business administration from Dickinson State University where he was recently recognized as a 2006 University Alumni Fellow representing the Department of Agriculture and Technical Studies. Messmer was employed as a tax auditor for several years with the state of North Dakota before becoming engaged in production agriculture.
JoAnn Rodenbiker, Dakotas America LLC Governing Board member
JoAnn Rodenbiker is Director of Business Development for Northern Plains Electric Cooperative, and serves as a member of the senior management team for Northern Plains and Dakota Valley Electric Cooperatives. The two cooperatives serve parts of 18 counties and two Indian Reservations in central North Dakota. Her work has included extensive involvement with the ND REAP Zones (USDA-designated empowerment areas) including Chair of the Zone, the REAP Investment Board and the Center of North America Capital Fund, an equity investment partner in several enterprises in North Dakota. She is a trustee of The Cooperative Foundation and a member of the State Board for Agricultural Research and Education. A graduate of North Dakota State University, she has continued her studies in economic and community development and is a certified Economic Development Finance Professional.
Clinton Waara, Dakotas America LLC Governing Board member
Clinton Waara received his BA in political science from South Dakota State University in 1993. Clint began his career with Sigma Alpha Epsilon Fraternity as a National Education and Leadership Consultant from 1993 to 1995. From 1995 to 1999 Clint was an account analyst for Wells Fargo Financial Bank in Sioux Falls. In 1999 Clint taught at Roosevelt High School in Sioux Falls where he instituted the Academy of Finance model of instruction and coached track. Clint joined the University of South Dakota School of Business staff in 2001 where he ran the USD and Sitting Bull College Entrepreneurship Partnership. In 2003, Clint became the Community Development Officer and Assistant Vice President for Wells Fargo Bank. In 2007 Clint joined Wells Fargo Native American Banking Services as Commercial Relationship Manager/Tribal Advocate. Clint is an enrolled member of the Cheyenne River Sioux Tribe.
